| 摘 要： | 胡锦涛总书记曾指出：“自然灾害是人类社会面临的共同挑战：”并认为“必须把自然灾害预测预报、防灾减灾工作作为关系经济社会发展全局的一项重大工作进一步抓紧抓好。”这也是汶川地震后，党中央对于自然灾害的防灾减灾做出的最明确的最详细的论述。
