| 摘 要： | 在回顾中国排污收费制度的历史与成就的基础上，指出了存在的不足及在市场经济体制下面临的问题，并分析了问题的根源。运用环境经济学原理分析了排污收费的理论依据，提出了中国市场经济体制条件下排污收费应遵循的5条原则与6项改革措施建议

| Abstract: | This paper reviews the history of pollution charge system in China and diagnoses shortcomings of the existing pollution charge system,and potential problems with the onset of market economy.Based on the theoretical analysis of environmental economics,principles for pollution charges are proposed,and consequent reform measures are suggested targeting for the coming market economy of China. |
