摘    要:
提出了一种基于CO2排放强度的减排潜能计算方法,根据该方法对我国29个省、直辖市、自治区(不含新疆和西藏)未来减排潜能进行了分析.同时,采用麻省理工学院开发的RPPA模型对我国各个省、直辖市、自治区减排边际成本进行了计算,基于该减排边际成本,提出了省际间CO2补偿制度,并对补偿主体、补偿客体、补偿金额和补偿制度运行提出了建议,以期为我国发展低碳经济,促进各省区公平、协调发展提供借鉴.

Abstract:
This paper presented a calculating approach/method of emission reduction potential, which was based on "carbon dioxide emissions intensity", and the approach/method was employed to analyze the future potential of emission reduction in 29 provinces (municipalities and autonomous regions) in China(excluding Xinjiang and Xizang).This paper used the RPPA model that was developed by MIT to calculate the marginal cost of emission reduction in above- mentioned provinces (municipalities and autonomous regions) in China. According to the marginal cost of emission re- duction, this paper proposed "interprovincial carbon dioxide compensation system", and made suggestions about the compensation subject and object, the amount of compensation and the operation of compensation system etc. This paper hoped to be used for reference to develop a low carbon economy and promote the fair and coordinated development among provinces.
