环境影响评价中公众参与的问题和对策探讨

公众参与是环境影响评价过程中的重要部分，在环评中发挥着特殊作用。针对目前中国环境影响评价中公众参与的实施情况，从参与主体、实施主体和具体实施过程三方面对环境影响评价中公众参与制度存在的问题进行总结，从宏观及具体操作过程上提出增加公众参与有效性的对策，分别提出了建立公众参与的法律保障、提高公众的环境意识、提高实施者的综合素质以及完善信息公开制度，选取具有代表性的参与对象，采取有效的参与形式，科学分析公众意见等具体实施建议。
