有色金属矿业项目关闭管理的认识与思考

有色金属矿产开采及加工利用会造成复杂、长期的环境和社会影响。合理的关闭管理是实现资源、环境、社会三个维度上可持续发展的有效手段。我国正处于高质量发展的转型阶段,在有色矿业项目关闭领域尚未形成科学有效的管理机制。而西方发达国家自上世纪50年代就开始重视矿山项目关闭管理,并形成了一系列成熟的规范标准,对我国开展有色矿业项目关闭研究具有借鉴意义。对比分析了国内外矿山项目关闭的管理要求与机制,结合万宝矿产海外项目的关闭管理实践,浅析对有色金属矿业项目关闭管理的认识和思考。

Understanding and Thinking of Closure Management of Nonferrous Metal Mining Projects

The mining,processing and utilization of nonferrous metals will cause complex and long-term environmental and social impacts,and reasonable closure management is an effective means to achieve sustainable development in three dimensions of resources,environment and society.China is in the transition stage of high-quality development,and scientific and effective management mechanism has not been formed in the field of non-ferrous mining project closure.But western developed countries have attached importance to non-ferrous mine project closure management since the 1950s and formed a series of mature standards,which have references significance for non-ferrous mining project closure research.This paper compares and analyzes the management requirements and mechanisms of mine project closure at home and abroad,and shares the understanding and thinking of nonferrous metal mining project closure based on the practice of overseas mining project closure of Wanbao mining.
