| Abstract: | The combination point for the integration of the economic growth and environmental protection is the environmental capacity. Therefore, with the help of the double definition of the environmental capacity property rights, i. e. the definition on the level of both local government and enterprise, the coordinated development of economy and environment will be realized. |
