摘    要:以常州市主城区为例,根据地理位置、气象环境以及人口经济等统计情况,采用AHP法对常州市洪涝灾害风险进行指标分层,将致灾因子、孕育环境、承灾体、防灾减灾能力作为一级指标,下辖历史灾情等12个二级指标以及26个三级指标,并采用模糊数学法对评价集合进行归一标准化处理,得出常州市洪涝灾害现处于低风险状态。同时,对风险主因进行了分析,为常州市洪涝灾害风险管控、灾害救援提供参考。

Abstract:According to the statistics of geographical location,meteorological environment and population economy,this paper takes the main urban area of Changzhou city as an example to stratify the risk of flood and waterlogging disaster in Changzhou by using AHP method,and takes the disaster-causing factors,breeding environment,disaster bearing body,disaster prevention and mitigation ability as the first class index,12 secondary indexes such as rainfall,historical disaster situation and 26 tertiary indexes under the jurisdiction,and uses fuzzy mathematics method to classify the evaluation set into a standardized treatment,finding that the flood disaster in the city is now in a low risk state.The main cause of risk is analyzed to provide reference for flood disaster risk control and disaster rescue in Changzhou.
