摘    要:基于氟化物泄漏事故特点,从应急组织体系、应急救援队伍、应急物资装备、应急预案、应急演练和教育培训等6个方面,建立了氟化物泄漏事故应急能力评估指标体系,并采用层次分析法(AHP)对其进行分析。基于各项指标权重结果,对影响氟化物泄漏事故的关键因素提出了针对性建议,为提高其应急能力提供了基础支撑。

Abstract:Based on the characteristics of fluoride leakage accident,the evaluation index system of emergency capability for fluoride leakage accidents was established from six aspects,such as emergency organization system,emergency rescue team,emergency supplies and equipment,emergency plan,emergency drills and education&training,and it was analyzed by AHP(analytic hierarchy process).Based on the weights of each index,some corresponding suggestions were put forward for the key points affecting fluoride leakage accidents,which provided basic support for improving its emergency response capability.
