南京高新开发区特色低碳产业构建初探

南京高新技术开发区作为首批国家级高新区，已初步具有低碳特征的产业雏形，并持续进行低碳发展模式和内涵的深入尝试。本文通过分析南京高新技术开发区的软件产业、服务外包产业和文化创意产业三类产业的发展现状和存在问题，以生态工业园区理论为指导，结合国外相关产业发展前景，从构建低碳经济发展区的角度，探寻三大产业国际发展导向，分别针对性地提出发展目标和具体指标，以及发展重点和发展思路，初步提出南京高新区发展特色低碳产业的基本路线，促使园区经济增长方式向低碳特征转变，实现低碳产业集聚，构建低碳经济发展区。

Study on establishing low-carbon industries with locally characteristic in Nanjing High-tech Development Zone

Among the first nationally approved high-tech zones, High-tech Development Zone of Nanjing already has the initial features of low-carbon industry design and has continued the further practice and enrichment of its contents. This essay analyzed the current development situation and existing problems in software industry, service outsourcing industry and cultural originality industry of Nanjing High-tech Development Zone. Guided by the Eco-industrial Park principles and based on the related foreign industry development prospects, this study tries to show the development direction of the above-mentioned three major industries and put forward the goals, targets, key points and thoughts of development from the perspective of establishing the low-carbon economy development zones. Moreover, the basic plan for the low-carbon industry development with Nanjing characteristics is proposed in order to promote the economic growth pattern of the High-tech Zone and to attract and bring together green low-carbon industries.
