| 摘 要： | 二氧化硫污染和酸雨问题已经成为中国的主要环境问题之一，同时区域经济的发展与有限的大气环境容量的矛盾也越来越明显，为了寻求经济有效的环境管理手段，中国从1993年开始进行了大气总量控制下的排污交易的试点工作。这篇文章在试点工作的基础上，借鉴国外二氧化硫排污交易项目成功经验，对中国实施二氧化硫排污交易政策的可行性进行了简要的分析，并对建立适合中国国情的排污交易制度提出了一些建议。

| Abstract: | SO 2 pollution and acid rain problem has become one of the most serious challenges in China, and the conflict between regional economic development and limited air environmental capacity is more obvious. China has carried out a trial program for air emission trading since 1993. Based on the experiences of the trial program in China and foreign SO 2 emission trading program, this paper discusses feasibility of implementing tradable SO 2 emission and put forward some suggestions.which are suitable forchina. |
