| 摘 要： | 国家现有法律法规未对“环境污染”一词给予明确的定义。通过一起案例，从法理上分析“环境污染”并给予定义，并从民法上的相邻关系出发分析研究目前国家环境法律没有明确认定的环境污染案件的民事责任调处原则，以指导一般污染纠纷的调处工作。

| Abstract: | The environmental pollution was not be clearly defined in existing laws.With a case,it was analysed and defined in view of legal theory,and the arbitration principles about civil responsibility of environmental pollution cases which were not be clearly defined in environmental laws were researched in view of the neighbour relation theory in civil law. |
