武汉市实施清洁生产的方案构想

分析了武汉市工业特点。认为武汉市仍处于工业化加速发展时期，偏重型的工业结构和落后的总体技术水平造成武汉市工业污染严重，布局不合理则加剧了这一状况。为此，结合矿产资源缺管而水资源丰富的资源特点，提出了武汉市实施可持续发展、推行清洁生产的初步方案。（１）调整工业结构的大力发展轻工业，由偏重型结构向轻重工业协调发展转变；（２）对现有产品生产进行深加工，提高含量及其附加值；（３）积极发展高新技术，以此作为

A CONCEPTION ON IMPLEMENTING THE PLAN OF CLEAN PRODUCTION IN WUHAN CITY

In this paper,the authors analyze the characteristics of industry of Wuhan city and consider that Wuhan's industialization will keep on rapid development.Its industrial structure which has been partial to heavy industry and its backwardness in technique as a whole lead to serious pollution problems.Moreover,the irrational distribution of industry aggravates the situation.So,combining with the characteristics of resources of Wuhan city which is deficient in mineral resources and rich in water resources,the authors put forward a tentative program to implement sustainable development and carry out clean production:(1)regulate the industrial structure,devote major efforts to developing light industrial and switch the industrial structure from laying stress on heavy industry to coordinating the development between light industrial and heavy industrial;(2)advanced processing of the industrial production,to enrich its technique content and to enhance its appended value;(3)actively develop the new high tech industry as a fundamental measure to carry out clean production and minimize the pollution,turn it,harmless and make it a resource.Besides,in view of the existing energy resource situation of Wuhan city,the hydroelectric power should be regards as the main source of energy in the future,especially the energy from the Three Gorge Power Station,which will replace the traditional energy structure that depends mainly on the fuel coal,should be used to carry out clean energy program.This program will help to achieve economic benefit,environmental benefit and social benefit,and create favorable conditions to implement sustainable development in Wuhan city.
