| Abstract: | Several general problems in the reform of safety management as well as the problems need to be solved theoretically are reported. The necessity of the development of the safety management system,operation mechanism,implementation measures and the safety management in enterprises during the 9th "Five-Year Plan" and 2010 Programme is suggested,so as to conclude the contradictions encountered in the conflict between the old and the new systems as soon as possible. |
