Practice and Reflection of Fund Management for Eco-environmental Damage Compensation

This study introduced the characteristics of fund management for eco-environmental damage compensation and practice situations during actual operation management in Shaoxing city. The major issues in management and operation of eco-environmental damage fund were analyzed, and the countermeasures and suggestions were proposed. It is suggested to further broaden the channel of raising funds,create the judicial guarantee mechanism of funds recovery and promote the implementation of compulsory insurance of major pollution enterprises. The top-level design of laws, regulations and rules was required for the management of eco-environmental damage fund. The environmental and financial authorities-led special fund account of eco-environmental damage compensation should be set up.
