| 摘 要： | 通过解读OHSMS标准相关术语,分析OHSMS运行中对危险源的管控机制与常规安全管理强调的事故隐患排查治理机制的关系。基于企业现有风险评价方法的缺陷建议,宜采取定性和定量相结合的评价手段,提出针对不同风险性质的危险源策划控制措施应依据的原则和思路。从运行控制、绩效监控机制等方面分析职业健康安全管理体系与企业常规安全生产管理活动的对应关系。在OHSMS运行中应强调对危险源的管控,合理策划控制措施,通过实施管理方案和引入绩效监控机制实现持续改进。

| Abstract: | The relationship between risk control in OHSMS and hidden accidents investigation and control mechanism in conventional safety management is analyzed by interpreting several OHSMS standards-related terms.It is recommended to take a comprehensive evaluation tool combined with qualitative and quantitative evaluation methods based on the enterprise's current deficiencies in risk assessment methodology;meanwhile,principles and ideas are proposed for controlling the risks that have different natures.Additionally,corresponding relationship between OHSMS and conventional safety management are also analyzed from the operation control,performance monitoring mechanism and other aspects.The operation of OHSMS should focus on effective hazard control,reasonable risk control measures,and continual improvement by implementing management programs and introducing performance monitoring mechanism. |
