我国职业卫生监管工作现状分析

论述我国当前职业卫生监管存在的主要问题,认为监管体制不顺、三方协商机制不健全、法规标准体系建设滞后与落实不力、职业卫生投入不足与特定经济发展阶段是造成我国当前职业卫生监管工作存在困难的主要原因;而要解决我国当前的职业卫生监管存在的问题,需要从理顺监管体制、健全运行机制入手,进一步加强职业卫生法规标准体系的建设,加大职业卫生投入并积极推进职业卫生技术服务的市场化,尤其要借鉴国外发达国家的成功做法,积极推进职业安全卫生的一体化管理。

Current Status and Reason Analysis of Occupational Health Supervision

This paper gives a brief introduction of domestic status of supervision on occupational health and explores the main factors resulting in this problem.Several issues were discussed involving in austere situation of supervision on occupational health,including imperfect administration system,incomplete tripartite consultation mechanism,lag of construction of laws and regulations,insufficient investment in occupational health and effect of special development period of the economy.Thus,in order to improve condition of supervision on occupational health,measures should be taken such as rationalizing the supervision system and perfecting operational mechanism of occupational health,constructing laws and regulations related to occupational health,increasing investment in occupational health and accelerating commercialization of occupational health technique service,and especially realizing integrated administration of occupational health and occupational safety according to experience of developed country.
