A Discussion on Building Up the Environmental Monitoring Capacity in Hainan Province

In this article, a brief introduction is given about the environmental monitoring capacity building in China and its implications for Hainan Province. The problems of the capacity building in Hainan have been analyzed, and the development concepts are presented. A qualified monitoring team is seen as a breakthrough, together with establishment of the practical environmental monitoring management system, environmental warning monitoring network. The quality control of the environmental monitoring needs to be enhanced. The countermeasures are also pro- posed.
