广州市主要污染物总量减排环境绩效评价

摘    要:"十一五"期间,广州市主要污染物COD和SO2排放总量持续下降,经初步核算,2010年COD和SO2排放量分别比2005年下降2.7万吨和6.5万吨,减排比例分别达到19.7%和43%,总量减排工作顺利完成.减排对环境改善明显,珠江广州河段主要污染指标浓度值均有所下降,COD年均浓度从2005的20.7毫克/升下降至2010年的13.6毫克/升,下降幅度〈34.3%,整体水环境质量得到根本好转;空气环境质量优良率逐年上升,大气主要污染指标年均浓度值基本呈现逐年下降的态势,SO2从2005年年平均浓度为0.053毫克/立方米下降至2010年的0.033毫克/立方米,下降幅度达37.7%,空气质量持续得到好转.

Abstract:During the "11th Five-Year Plan" period, the total emissions of main pollutants including COD and SO2 have heen decreasing steadily in Guangzhou City. Total emissions of COD and SO2 of 2010 were respectively reduced 27000 and 65000 ton by 2005, achieved decreasing proportion of 19.7% and 43% respectively. Generally speaking, we overfulfil the Total Emission Control targets of Guangzhou City. Due to total emission control measures, the major water pollutant indicators of Pearl River Guangzhon Urban Section were declined than five years ago. The annual concentration of COD was decreasing from 20.7 mg/L of 2005 to 13.6 mg/L of 2010, with a decreasing range of 34.3%. The water environment quality of Guangzhou City has shown some improvement on the whole. Meanwhile, the ambient air quality of Guangzhou City was continuous improving in last five years, and the annual concentration of main pollutants established a downward trend year by year. For instance, the annual concentrations of SO2 were decreased from 0.053mg/m3 of 2005 1o 0.033 mg/m3 of 2010, with a decreasing range of 37.7%.The total emission control measures and policies of Guangzhou City for the future were also discussed in this paper.
