| 摘 要： | 从社会、经济、环境高度协调发展的角度，论述了战略性环境影响评价体系的内容，探讨了战略性环境影响评价的实质和特点。在此基础上初步建立了战略性环境影响评价指标体系，提出了一种新的评价方法——综合协调效益法。这对促进环境影响评价学科的发展有重要的意义。

gic environment assessment (SEA) is discussed and described. Based on this, the index system for SEA is initially set up and a kind of new
assessment method (integrated coordinate benefit method) is put forward, which is improtant to the improvenment and development of SEA. |
