A DISCUSSION ON THE MAIN SYSTEM OF ENSURED PROJECTS FOR THE SUSTAINABLE DEVELOPMENT ALONG THE UPPER YANGTZE RIVER VALLEY

The upper Yangtze river valley is one of the most important areas waiting for development in China,but the basis of development is quite poor.In this region, it is the principal task to build up the ensured project system for supporting development and to help bring about sustainable development.The ensured project system is composed of six aspects as follows: to build up the modern system of comprehensive traffics and transport, including the railway, expressway and ports along the river, as well as the supply system of rich energy resources especially the electric power and the advanced system of communication net work; to strengthen the development and construction of the riverine cities especially Wanxian, Yibin, Yichang and Panzhihua together with Luzhou and Fuling et al.; to go on with the developing and construction of economic hinterland;to strengthen the construction of basic conditions for developing agriculture and to build up the modern system of comprehensive agriculture production; to control the excessive increase of population and to improve the population quality in science and culture; to sterngthen the protection and construction of eco-environment et al.
