完善土地利用总体规划有利于政府宏观管理

在社会主义市场经济体制的建立与发展的条件下，土地使用制度改革的日益深化，以及土地可持续利用日益被高度重视的新形势下，土地利用总体规划作为政府对土地利用实行宏观调控的有效手段，在规划修编时必须重点对规划目标、科学测算、用地平衡和规划协调等几个方面作进一步深入研究。同时，要通过切实可行的法律、行政的政策和措施，予以必要保障。

SOME ISSUES OF OVERALL LAND USE PLANNING DURING THE NEW DEVELOPMENT PERIOD

There are some deficiencies in the compilation of overall land use planning , such as insufficient authority, operability and practability, and less consideration of sustainable development of the study area. In order to make an adaption of overall land use planning with the market economic system and deepen the reformation of the land use planning, further research should be conducted in the fields of planning objectives , sound predictions of population, the balance between cultivated land and non-agricultural land and their dynamic variations, as well as making a rational coordination between overall land use planning and other types of planning in the same region , especially urban and town planning. Besides, some suggestions to make an improvement of overall land use planning have been put forward in this paper, including making a reinforcement in legislation and management, giving more prominence to sustainable land use , and paying more attentions to the studies of the theories and technologies used in the land use planning.
