在振兴东北老工业基地的战略背景下 ,沈阳的环境保护事业应当通过建立科学的工作思路 ,完善环保法制建设 ,依法管理城市环境 ,增加环境保护投入 ,加强环境基础设施建设 ,积极引进、推广先进的环境科学技术和管理手段 ,加强环保宣传教育 ,促进公众参与 ,扩大环保国际交流与合作和提高自身能力建设以适应新形势的需要 ,促进沈阳的全面振兴。

The article presents that the environmental protection sector should promote Shenyang's overall regeneration by establishing scientific way of thinking,improving environmental law and regulation,managing urban environment in accordance with law,increasing environmental input,strengthening environmental infrastructure,actively introducing and extending advanced technologies and management skill,promoting environmental education and public participation,expanding international cooperation and improving self capacity building under the strategy of regenerating Northeast China,the old industrial base.
