| 摘 要： | 建设-经营-移交模式是目前国内外在基础设施建设和发展中普遍采用的投资方式,也是解决我国目前在生活垃圾处理设施的建设与运营中资金不足和效率不高等问题的良好途径.总结国内外在生活垃圾焚烧建设-经营-移交模式等项目中运作、招投标和评标过程中的成功经验,应用层次分析法,制定了适合我国垃圾焚烧建设-经营-移交模式等项目的招投标程序、评价指标和评价方法.

| Abstract: | The build-operate-transfer (BOT) model was the investment way adopted widely at present home and abroad in foundation facilities construction and development; and also the good way to resolve fund shortage and low-efficiency in construction and operation of municipal solid wastes (MSW) at present our country, summing up the successful experience in the processes of operating, biding and evaluating of build-operate-transfer (BOT) item of municipal solid wastes (MSW) incineration at home and abroad, and applying the analytic hierarchy process (AHP) to make the procedure of bid, target and method of evaluating adoptable to the waste incineration build-operate-transfer (BOT) projects in our country. |
