Therefore Qinhuangdao city should bring radiation and stimulating role into play to quicken the pace of urbanization, seize the opportunities for city development at the optimal period of comprehensive benefit to promote sus- tainable development, adhere to the principles of diversifying industrial structures and harmonious- ly developing each industry. Because the total output value of Qinhuangdao city is above average in Hebei province, lags behind the average level in coastal open cities, Qinhuangdao city should speed up the pace of increasing the total output value. Because Qinhuangdao city is at the ad- vanced level of scientific development and the people＇s livelihood and has obvious advantages in ecological environment, it should make further improvement on environmental protection. Qin- huangdao city has got remarkable achievements in scientific and technological innovation, but the task is still arduous, it should further implement the development strategies driven by innovation.
