| 摘 要： | 针对环境影响评价运行机制存在的问题，提出实行评价项目公开竞标制；建立考评激励机制；实行环评资金专项管理制；推行环评审查的法人责任制等项措施建议，不断完善环评运行机制，使之逐步适应社会主义市场经济的要求，更有效地发挥环评制度在防治污染上的作用．

| Abstract: | Abstract According to the problems existed in environmental impact assessment system,the following proposals are offered in the paper:carrying out the competitive system of assessment items;establishing the system of examination,rewards and penalties;carrying out the management system of the environmental impact assessment fund;pursuing the system of legal person responsibility of environmental impact assessment investigation and so on.Perfecting the enviromental impact assessment to suit the need of socialist market economy the enviromental impact assessment system can play more efficience to prevent pollution. |
