试析洪水灾害增长的社会因素

自然灾害的本质属性是社会问题。社会的发展,环境的改变以至防洪工程的兴建都影响以至增大灾害的损失。因此,减轻洪水灾害的有效途径,一方面要尽可能控制自然态洪水的泛滥,另一方面则应调整社会的发展布局、有关的对策和实践活动以适应洪水。我国的防洪方针应进一步从单纯注重调动工程手段去控制洪水,向工程与非工程防洪相结合的方向发展,动员全社会投入,从而有效地提高防洪减灾的能力。

STUDY ON THE SOCIAL FUNCTION ABOUT THE INCREACING OF FLOOD DISASTER

In essential, natural disaster are social problems. Development of society, changes of environment and construction of flood control projects may all increase disaster losses under certain conditions. Therefore, there should exist two efficient ways of disaster reduction. One is controlling inundation of natural of floods as well as possible; the other is adjusting society to adapt floods. The flood control policies of our country should be modified according to this new understanding. That is, more attention should be paid to combination of structural and non-structural measures but not pure engineering projects so as to mobilize abilities of all the society and to mitigate disasters efficiently.
