成都市水环境库兹涅茨曲线实证研究

针对成都市水环境质量逐年改善的现状,运用环境库兹涅茨曲线的理论模型对成都市水环境进行了实证研究。选用化学需氧量（COD）、氨氮（NH3-N）排放量和水环境质量中相对应的高锰酸盐指数和氨氮浓度作为研究重点,构建了水环境质量指数、水污染物排放指数,从实证的角度,运用计量经济学模型分析了水环境因子和经济发展二者之间的计量关系——环境库兹涅茨曲线（EKC）。结果显示,成都市经济和水环境两者关系基本符合EKC曲线特征,且与发达国家、发达地区相比,在经济发展水平更低的情况下实现转折点,据此分析了成都市环境库兹涅茨曲线形成的原因,提出了成都市经济和环境协调发展的政策建议。

Case Study of Water Environmental Kuznets Curve in Chengdu City

In the situation that the water environmental quality is ameliorating year after year,an empirical research of Chengdu water environmental quality has been done by the Environmental Kuznets Curve theoretical model.This paper selected the discharge quantity of COD,NH3-N,and the correlated concentration CODMn,NH3-N of water environmental quality as research priorities,and established the water quality index and water pollutant discharge index.From the empirical perspective,the measurement relationship of water environment and economic development—Environmental Kuznets Curve(EKC) was analyzed by the econometric model.The results show that the relationship between water environment and economic development is in accordance with the characteristics of EKC,when compared with the developed countries and regions,the turning point was achieved at a lower level of economic development.By analyzing the causes of Environmental Kuznets Curve of Chengdu,some proposals of policy were put forward for the coordinated development of economy and environment in Chengdu.
