石油企业实施HSE管理体系研究

石油行业是一个高温高压易燃易爆的危险行业。倡导健康、安全、环保是国际石油石化行业发展的趋势。笔者在分析了HSE的概念及其内涵的基础上 ,指出了我国石油企业在实施HSE管理体系过程中所存在的包括技术、思想以及体制等方面的问题 ,并针对这些方面提出了相应的对策建议。全面理解HSE体系的思想内涵 ,并在此基础上理顺企业内部的结构关系 ,建立有效的运行机制是成功实施HSE管理体系的关键所在。

Study on Implementation of HSE Management System in Petroleum Enterprises

The petroleum industry is a risky industry, which involves flammability and explosibility with high temperature and high pressure. To advocate health, safety and good environment is the developing trend of international petroleum and petrochemical industries. Problems involved in technology, ideology and organizational system etc. existed in the course of implementing HSE management system in China petroleum enterprise are pointed out and relevant countermeasure and suggestions put forward. Authors consider that the key point for implementing HSE management system successfully is to fully understand the connotation of the HSE system, to make in order the interior structural relation in enterprises and to set up effective operating mechanism.
