摘    要:将京郊农田生产作为一项经济活动,采用多种生态、环境经济学的评价方法,评价了北京郊区农田生产的负外部效应价值.结果表明,2002年因不合理利用所导致的负外部效应价值为1.57亿元,约占当年农业增加值的3.2%,环境总成本平均到耕地面积上约为631.77元/hm2.在已定量化的负外部影响中,污灌造成的环境代价大约为888.5元/hm2,约占环境污染总成本的45.1%;滥施氮肥的地下水环境代价为803元/hm2,约占环境污染总成本的42.4%.两者合计占外部负效应总价值的87.5%.

Abstract:The negative external effect value of farmland production in Beijing suburbs was evaluated adopting many kinds of ecological and environmental economics methods using Beijing suburbs farmland production as an item of economic activity. In 2002, the negative external effect value caused by the improper utilization was 0.157 billion Yuan, occupying about 3.2% of the agricultural increased value of the year, the environmental total cost of farmland area in overage was about 631.77Yuan/hm2. The environmental cost from sewage irrigation was for about 888.5Yuan/hm2 occupying about 45.1% of the total environmental pollution cost. The environmental cost of groundwater from excessive use of nitrogen fertilisers was 803Yuan/hm2, occupying about 42.4% of the total environment pollution costs. These two aspects together occupied 87.5% of the total value of the negative external effect.
