推行注册助理安全工程师制度的探讨

根据不同产业就业人数,估算我国企业所需的安全管理人员和安全工程师数量;从学历角度分析注册安全工程师与企业安全管理人员的差距;考察和研讨不同省(市)安全生产工作特点及对安全生产管理人员的需求;认为注册助理安全工程师准入门槛较低,更贴近企业安全管理人员的实际水平。笔者认为,推行注册助理安全工程师制度,地方可以根据需要培养安全生产管理和技术人员;将注册助理安全工程师定位于企业日常安全生产管理和技术工作,相当于企业基层或中层安全管理岗位。该制度的建立将成为安全生产人力资源开发工作的一种新思维、新手段。

Discussion on Pushing Forward the System of Certified Associate Safety Engineers in China

Based on the employment situation in three industries,the gross number of the people working in the safety management and technical post is calculated as well as the number of the certified safety engineers(CSE) needed in China.The gap between the CSEs and the common safety management staff in enterprises is also discussed.The different characters of work safety in typical regions in China are illustrated.It is pointed out that the system of the certified associate safety engineer(CASE) will be tailored to match the local specific needs;the requirements for the CASEs are comparatively low and are closer to the real level of the safety service staff in enterprises,so the CASE system will enlarge the work safety service team in shorter time.The suggestion is that the CASEs mostly focus on the daily and routine safety management and technical work,similar to the grass root and middle level safety management post in enterprises.The CASE system will be a milestone for the human resource building on work safety in China.
