| 摘 要： | 人力资源的开发是可持续发展能力建设的重要组成部分 ,也是国家财富存量的决定性因素。它涉及教育、培训、科技、扶贫、就业与劳动力转移、体制改革和国际合作等众多领域 ,直接影响到一个国家的可持续性。本文从实现国家可持续发展的目标出发 ,阐述了人力资源理论研究的进展 ,分析了中国人力资源能力建设的现状 ,并提出了相应的对策。 |

| Abstract: | The development of human resources is an important component of capacity building for sustainable development, and is also a crucial factor of national wealth stock, which can directly affect the state's sustainability. The development of human resources involves: education, training, science and technology, support to the poor regions, employment and transfer of labor, structural reform and international cooperation, etc. Considering the state's goal in sustainable development, the paper introduces the progress in human resources theory, and then analyzes the current status quo of China's capacity building for development of human resources. In the end the paper proposes some countermeasures. |
