摘    要:利用GIS组件ArcObjects开发了洪灾淹没模拟与避难决策系统,介绍了系统的需求分析、数据来源、数据处理、系统结构及系统功能的实现。对系统涉及到的利用矢量模型与栅格模型的优点以及复杂性最短路径分析,提出了解决方法。在此基础上,系统考虑了小尺度上的灾情时空变化情况、灾民避难能力的强弱、道路的可行性等,体现了洪灾动态模拟、避难决策、损失统计的详细性、真实性;基于B/S体系结构,实现了基础数据的共享。

Abstract:In this paper,a system for flood inundation simulation and emergency response decision is developed based on ArcObjects technology of GIS.The requirement analysis,sources of the data,data processing,structure and functions of the system are introduced.Resolutions are given for application of the advantages of vector model,grid model and complex shortcut analysis involved in the system.To make flood dynamic simulation,emergency response decision,loss statistic particular and authenticity,dynamic flood variation in small scale,ability of fleeing and usability of roads are considered.Based on the structure of B/S,basic data are shared.
