| 摘 要： | HSE管理体系审核能帮助企业找出存在的差距,对于评估该企业HSE管理现状具有重大意义,但是不能对企业HSE管理水平给出定量评价。以国内某石化企业为例,将模糊评价方法引入HSE管理体系审核中,选择审核过程中主要关注的12个因素为评价指标,合理地选择评价标准,然后通过模糊综合评价方法进行评价,得出该企业综合评估HSE体系管理体系值为1.7106,处于评价标准的1-2级之间,属于"基本"和"被动"之间。结果表明该企业HSE管理还具有很大的提升潜力。

| Abstract: | HSE management system audit can help company to find out its weakness in HSE management,and it is also of great significance for the company to assess the status of HSE management.However,HSE management system audit can not evaluate HSE management capability quantitatively.It is also difficult to find whether the HSE management of the company has been continuously improved by comparing two audit results.A domestic petrochemical company was taken as an example in this paper.A proper evaluating factor and standard was chosen,and a fuzzy comprehensive evaluation method was used for evaluation based on HSE management audit conclusion.Finally,the value of HSE management comprehensive evaluation for the company was obtained as 1.7106.This value was between 1 and 2,which was between ＂basic＂ to ＂passive＂,demonstrating that the company was in a relatively poor level in the industry. |
