央企生态环境保护督察机制探究

为进一步推进生态文明建设和监管机制改革,党中央、国务院决定将中央管理企业（央企）纳入第二轮生态环境保护督察范畴。对央企生态环境保护督察机制开展研究,梳理了央企生态环境保护保责任清单,从督察对象、督察事项和督察模式等方面探究了央企生态环境保护督察路径,并提出央企生态环境督察成效保障相关建议：采用宏观督察（督政）和微观督查（查企）相结合的互动型督察工作模式对央企开展督察。央企应进一步提升政治思想站位、完善责任传导机制、加强信息公开等措施,确保央企生态环境保护责任的落实。

Study on supervision mechanism of eco-environmental protection for state-owned enterprises

In order to promote the construction of ecological civilization and the reform of supervision mechanism,the Party Central Committee and the State Council had decided to supervisethe state-owned enterprises in the second round of supervision of eco-environmental protection. The supervision mechanism of eco-environmental protection for state-owned enterprises was studied. The environmental protection responsibilities of the state-owned enterprises were sorted out. From the aspects of supervision objects,supervision matters and supervision modes,the path of supervision of eco-environmental protection was explored. Accordingly,relevant suggestions for ensuring the effectiveness of supervision of eco-environmental protection for the state-owned enterprises were proposed as follows：Adopt an interactive supervision work mode combining macro supervision （management supervision）and micro supervision （enterprise supervision）to carry out supervision on the state-owned enterprises. Meanwhile,the state-owned enterprises should further improve the political stance,enhance the responsibility transmission mechanism,and strengthen information disclosure to ensure the implementation of the state-owned enterprise's responsibility for eco-environmental protection.
