秦皇岛市“十一五”期间环境质量变化趋势及成因分析

"十一五"期间,秦皇岛市环境质量总体趋于好转。环境空气质量Ⅱ级以上天数始终保持在350天以上,综合污染指数明显下降;城市集中式饮用水源地水质达标率100%;地表水河流Ⅲ类断面比例提高了43.8%;劣Ⅴ类断面比例降低了35.7%。近岸海域海水水质达标率100%,海水浴场水质良好。但存在局部空气污染严重、部分河段水质恶化等主要环境问题,针对上述问题提出了总量减排、污染物联控等对策建议。

Environmental Quality Changing Trend and Cause Analysis during the 11th Five-Year Period of Qinhuangdao City

During the 11th Five-Year period,the environmental quality of Qinhuangdao city is improving in general.The number of days that meet the second level of environmental air quality exceeds 350 days.The comprehensive pollution index drops significantly.The up-to-standard rate of water quality of city central drinking water source area is 100%.The proportion of type Ⅲ section of surface water river increases by 43.8%.Inferior type V section decreases by 35.7%.The up-to-standard rate of water quality of coastal waters is 100%.The water quality of bathing beach is excellent.The main contributing factors of improving environmental quality include the following: the effective push of model creation project during the 11th Five-Year period;successful implementation of pollution reduction procedures;the remarkable results of pollution prevention and comprehensive environmental control of district,river watershed and coastal area.Against the problems of serious air pollution in some areas and part of the river quality deterioration,the reduction measures of total pollutants and joint control of the pollutants are suggested.
