回顾了环境科技的发展,结合当前科技体制改革和实施可持续发展战略的实际需要,提出了环保科研院所科技发展面临的主要问题。分析了环保科研院所在市场经济条件下,坚持开展社会公益性科学研究是经济建设社会发展的需要。同时,要以政府宏观指导为方向,发展高新技术,加强科技综合实力的建设,建立以市场调节为主要支撑点的科技发展运行机制,使环保科技活动成为联接政府目标和环境保护市场之间的纽带,推动环保科技自身的发展。 

Several Problems of Enhancing Science and Technology Comprehensive Strength to Adapt Market Economy and Environment Protection

The development of environment sciences was reviewed. Major problems faced by scientific research institutes of environment protection were posed combined with the actual requirement of current technology system reform and sustainable development strategy. It is analyzed that scientific research institutes of environment protection should carry out social-benefiting scientific research under the condition of market economy and this is required by economic construction and social development. Meanwhile they should develop high and new technology and enhance scientific and technical strength. They should also establish science and technology development running organism. All these must rely on market regulation and be conducted under government macro guidance. By doing so they can make environment protection and technology activities a bond to link government objective and environment protection market and to promote the development of environment protection science and technology itself.
