| Abstract: | In this paper, the causes that illegal pollutant discharge events occur time and again despite repeated prohibition ate discussea rrom me point of view of system theory and information science. The problems existing in information transmission in environmental management system are analyzed and special proposals are presented for the improvement of message chain system. |
