对市场经济条件下安全生产管理机制的思考

改革开放以来，由于企业安全生产薄弱的基础没有得到根本的改善，重大、特大生产事故频发，安全生产形势依然严峻。笔者在对我国安全生产管理模式回顾的基础上，提出了在市场经济条件下，加强国家安全生产立法、执法，建立企业安全生产自我约束机制和安全生产预警系统，用新的安全生产管理机制来提高安全生产管理水平的思考。

Reflection on the Management Mechanisms of Safe Production under the Condition of Market Economy

Currently, China has entered into WTO, and the establishment of market economy is on the way. However, as there has been no significant improvement on safe production, exceptional serious accidents have occurred frequently, and the situation of safe production is pregnant with grim possibilities. On the basis of current situation as well as the review of China's management mechanisms of safe production, the writers raise their opinions. They advocate that the state should strengthen legislation and enforcement on safe production, enterprises should set up systems of self-restraint and early-warning, and society should improve safe production management with new mechanisms.
