南京市江宁区地表水断面生态补偿机制研究

经济的高速发展不只是为社会带来了便利,也无形中增加了水资源消耗的速率与水环境污染的负担。自“十三五”以来,为提高断面水环境质量、提升整体水质环境,各省市相继出台了水环境提升、水污染防治以及生态补偿政策。南京市江宁区顺应中央要求并结合自身特点,积极制定并实施了断面生态补偿工作方案,建立了由考核指标、补偿方式、核算方法、补偿标准组成的成套断面生态补偿考核系统。明确了补偿标准机制、补偿责任分配以及补偿资金使用等关键问题。为推进江宁区断面水质达标工作与水环境提升的总体目标奠定了夯实的基础。

Study on ecological compensation mechanism of surface water section injiangning District of Nanjing City

The rapid development of economy not only brings convenience to the society,but also incereases the rate of water consumption and the burden of water pollution.Since the 13th five year plan,in order to improve the cross-section water environ-ment quality and the overall water quality environment,various provinces and cities have sucoessively issued policies on water environmuent improvement,water pllutiono prevention and eclogcal compensation.Jangning Distriet of Nanjing Gity complied with the requirenents of the central government and combined with its own characteristics,actively formulated and implenented the cnossseetion cological compensation work plan,and etablished a complete set of crnos section ecological compensation assment sytem composed of assessment indicators,compensation methods,accounting methods and compensation standarnls.The compensation standard mechanism,the distribution of compensation responsibility and the use of oompensation funds are clarified.It has laid a solid foumdation for promoting the overall goal of water quality standard and water environment improvement in Jiangning District.
