摘    要:针对旧工业建筑再生利用项目施工过程中存在诸多安全隐患的问题,首先,结合此类项目遗留工业垃圾冗杂、施工场地狭窄、部分构件拆换、大型机械使用受限的施工特点从4MTE角度构建施工安全评价指标体系。然后,在考虑指标赋权的主客观综合性与评价工作的未确知性后,建立了基于结构熵权法与未确知测度理论的旧工业建筑再生利用项目施工安全评价模型,并通过工程实例验证该模型,得出的评价结果与实际情况相符。最后,结合未确知测度单因素指标测度函数的特点,提出了施工安全管理改进策略的制定方法。

Abstract:The given paper is to focus itself on the application study of the unascertained or fuzzy measurement theory to the construction safety evaluation of the old industrial building recycling project (OIBRP).As is well known,the resource recycling has always been used as the chief method for disposal of the old industrial buildings in the major cities of the country,though there are lots of safety management risks during the construction practice.For this need,we have established an index system for the construction safety evaluation of OIBRP from the perspective of 4MTE (i.e.the man,the machine,the material management,the technology and environment),which is considered as the construction features and involves the remaining industrial refuse,the restricted work-yard,the substituted building components and the confined heavy machinery to be adopted.The said index system is supposed to consist of two kinds of indexes at the different grades,including 6 first-grade evaluation indexes and 31 second-grade evaluation indexes.What is more,since the evaluators cannot in most cases give exact evaluation values for the qualitative indicators,we have to identify and determine the project evaluation grades via the unascertained measurement theory.In addition,the index weights have also to be calculated by the structural entropy weight method (SEW) due to its characteristic features of highly integrated so as to synthesize the evaluation results.And,finally,it is also necessary to manage to accomplish a sample case study with the unascertained measurement evaluation technique and work out the comprehensive measuring vectors,e.g.0.412 4,0.502 2,0.085 4.It is only through the confidence recognition that it would be possible to promote the construction safety management level of the project to the qualified level.And,then,the prioritized set of improved indicating system of the project can be identified and determined according to the value and weight of the project indexes.Thus,the conclusions we have gained prove to be consistent with the actual security statusin-situ in line.It is just in so-doing that the aforementioned unascertained measurement evaluation method we have adopted can be thought to be feasible and rational,which can be expected to be helpful for the improvement strategy on the construction safety management of OIBRP.
