摘    要:针对水上交通安全问题,基于ISODATA算法和水上交通事故等级综合加权平均法,构建水上交通事故黑点识别模型。结合道路交通黑点及现有水上交通多发区的研究方法,定义水上交通事故黑点;采用ISODATA算法分析水上交通事故空间分布特征,实现对水上交通事故空间的构建;对水上交通事故等级梯度赋值,以量化事故的严重程度,利用等级综合加权平均法确定黑点阈值。并以深圳西部港区水上交通事故为例进行模型应用,共识别出10处事故黑点及其边界,表明水上交通黑点识别模型能有效识别水上交通黑点的空间分布及特征,为水上交通安全状态分析提供了一种度量方法。

Abstract:The present paper is aimed at presenting a new waterway transportation black-spot identification model for the waterway transportation safety based on the ISODATA algorithm in combination with the comprehensive weighing method based on the gradation of waterway transportation accidents.Drawing from the currently existing research theories of the road traffic black-spots and thewaterway accident-prone areas,this paper has defined the waterway transportation black-spots specifically of its own.According to the idea of ISODATA algorithm,we have identified the black-spots of the waterway transportation accidents from the following aspects.First of all,we have established an accident data category matrix and the statistics data of such accidents,so as to identify and acknowledge the features of all sorts of waterway accidents.Secondly,we have set up the screening criteria of such black-spots by selecting the control parameters of ISODATA algorithm,And,later,we have worked out the spatial distribution features of the said transportation accidents,building up a preliminary framework for the sphere of such accidents.And,finally,we have managed to quantify such accident status-in-situ so as to determine the severity of such accidents by using the gradient assignment method.What is more,when determining the black-spot threshold with the comprehensive weighing method,it would be possible to compare and contrast the above results with the threshold value,and,consequently,the accurate waterway transportation black-spots have been made identified and recognized.In addition,the waterway transportation accidents in Shenzhen Western Port from 2003 to November,2014,have been chosen as a case sample for empirical analysis,and the spatial distribution of the waterway transportation black-spots have been dealt with in this area.As a result,we have succeeded in identifying and deciding the 10 black spots in total with the borders of the said black spots distinguished.In is based on the above case study of Shenzhenthat the research results can not only provide references for the water transportation safety management for the maritime administrations and the transportation scheduling departments of the port,but also provide a scientific guide for the safe navigation of ships in nearby water areas.The results show that the waterway transportation black-spot identification model based on the ISODATA algorithm is in a position to effectively identify the spatial distribution of the waterway transportation accidents,thus offering a calculation and statistical method for the waterway transportation security.
