乌梁素海流域氮磷减排与区域经济发展的均衡分析

以乌梁素海为例,以内蒙古自治区2002年投入产出表及巴彦淖尔市2008年统计年鉴为主要数据源,通过开展氮磷减排与区域经济发展的均衡分析,研究了在经济-技术进步和征收排污税2种减排方案下,如何协调乌梁素海流域区域经济发展与氮磷减排之间的关系.结果表明,2种减排方案各具优势与不足.从环境效益来看,征收排污税方案的效果要优于经济-技术进步方案；但从对总体经济的影响来看,经济-技术进步方案则要优于征收排污税方案.经济-技术进步方案对当地GDP,投资,消费和居民收入的增长均有一定的促进作用,而征收排污税方案则均不同程度地导致当地GDP,投资,消费和居民收入的下降.因此,乌梁素海流域氮磷减排策略应是以经济-技术减排策略为主,以征收排污税减排策略为辅. 

Equilibrium Analysis between Nitrogen and Phosphorus Emission Reduction and Regional Economic Development of Wuliangsuhai Watershed

Taking Wuliangsuhai Lake as an example,the relationship between emission reduction of nitrogen and phosphorus and regional economic development was analyzed by using conducted equilibrium analysis under implementation of the economy-technology advancement program and the pollution tax collection program.The main data sources were the input-output tables of Inner Mongolia Autonomous Region in the year 2002,and the 2008 Bayannaoer Statistical Yearbook.Research results indicate that the two kinds of programs have strengths and weaknesses.Judging from regional environmental benefits obtained by implementing the two kinds of programs,the effects from implementing the pollution tax collection program were superior to those obtained from the economy-technology advancement program.But judging from overall influence on the local economy,the effects from implementing the economy-technology advancement program were superior to those obtained by implementing the pollution tax program.Overall,the economy-technology advancement program had positive effects in promoting local GDP,investment,consumption and residential income,while the pollution tax collection program resulted in declines of local GDP,investment,consumption and residential income to various degrees.Therefore,a comprehensive strategy of nitrogen and phosphorous emission reduction in the Wuliangsuhai watershed should be employed,primarily using economy-technology advancement,with pollution discharge tax strategy as auxiliary.
