我国电动汽车充电设施规划编制问题及发展策略研究

摘    要:以我国发布的相关政策文件和部分省市县的规划文本为基础,通过文本分析法研究了现阶段我国充电设施规划编制存在的问题。结果表明:①相关法律体系不完善,相关技术标准存在缺失或不统一;②规划编制面临着多头领导,规划衔接性弱,规划编制存在任务化倾向等。在研究基础上,从规划定位、规划流程、法律体系与相关技术标准3个方面提出我国充电设施规划编制问题的解决办法和发展策略。

Abstract:Based on the relevant policy documents issued by the state and the planning texts of some provinces,cities and counties,this paper studied problems existing in the planning of charging facility.The results showed that:①The legal system was not perfect,and the relevant technical standards were missing or not unified,which was not convenient to the charging facility planning.②Planning was faced with many problems,such as different leaders,less connection within planning and the tendency of task-based planning.From three aspects of planning positioning,planning process,legal system and relevant technical standards,this paper put forward the improvement strategies of charging facility planning.
