Comparative Study of Environmental Impact Assessment System between China and France

In this paper the legal basis, assessment scopes, assessment conductor, assessment content, and assessment working and administrative procedures of Environmental Impact Assessment (EIA) between China and France are compared with the method of comparative analysis. In both countries, EIA system was established through environmental law, EIA mainly covers the engineering and construction projects, and the main contents of EIA report include impact prediction and assessment, and the analysis of mitigation measures. However EIA in China must be conducted by the certified EIA units, and there is no such strict requirement in France. The EIA working and administrative procedures in China is more complicated than that in France, but in France the EIA report generally needs undergo public investigation and a non-technical summary report of EIA must be compiled. THere is no such content as "alternatives" in the EIA report of both countries.
