杭州低碳城市建设对策研究

中国正处于城市化的快速发展时期,城市发展需要探索出一条符合生态文明理念的新道路。杭州市确立了环境立市战略,优化生态环境,提升城市功能,推行低碳经济,实践低碳城市发展模式。本文基于杭州低碳城市建设现状、特点,从组织领导、完善政策、建立激励调控机制、完善碳信息、研发低碳技术、培养低碳人才、产业与能源结构调整、环境综合整治、低碳生活等方面有针对性地提出基于低碳理念的城市可持续发展的对策与建议。

Study on Countermeasures of Low- carbon City Construction in Hangzhou

China is in a period of rapid development of urbanization, and urban development need to explore a new road to the concept of ecological civilization. Hangzhou established a development model with the implementation of environmental legislation strategy via optimizing the ecological environment, enhancing urban functions, implementing low - carbon economy, and developing f low - carbon city. Based on current situation and characteristics of low - carbon city construction in Hangzhou, this paper proposed countermeasures and suggestions of low - carbon - based sustainable urban development from the aspect of organization and leadership, policies improvement, incentive regulation mechanisms, carbon information improvement, research and development of low - carbon technologies, training the low - carbon talents, industries and energy structure adjustment, integrated environmental management and low carbon life.
