中国排污收费标准体系的改革设计

排污收费标准是中国排污收费制度的核心。设计一个与市场经济相适应的新的排污收费标准,是改革中国排污收费制度的重要前提条件。本文在分析现行的排污收费标准基础上,提出了满足不同政策需求的若干种排污收费标准方案,并进行了多方案比较。作者建议,为确保国家污染物排放总量控制目标的实现,应尽快试点和推行污染物总量收费标准。 

A Reforming Design on New Pollution Charge Schedules in China

Pollution charge schedule(PCS) is the nucleus of the pollution levy system(PLS) of China.To design a new set of PCS adapted to market economy is an important premise for reforming PLS in China.In this paper,on the basis of an analysis of current pollution charge schedules,four alternative scenarios meeting different demands of environmental policy are formulated and compared.The authors suggest that schedules for charges on total emission of pollutant should be tried out at selected cities and provinces and implemented as early as possible in order to make sure that the state goal of pollution control can be realized.
