突发事件应急资源的需求结构研究

构建突发事件的应急资源需求结构是应急资源储备和调度的前提条件和重要依据。基于突发事件的应急管理阶段、主要应对环节以及应急资源类型,构建了突发事件应急资源的需求结构,按照逐层递进的方式将突发事件的应急资源需求结构分为4个层次,即大类、类、亚类和细目。第一层次包括3大类,即突发事件应急处置物资、基础保障资源和恢复重建资源;在第一层次的基础上进一步划分应急资源类别,应急资源类别构成了应急资源需求结构的第二层次,其中应急处置资源包含4类,基础保障资源包含6类,恢复重建资源包含3类;对应急资源类别进一步划分为亚类,应急资源亚类构成应急资源需求结构的第三层次;第四层次为应急资源需求细目。
