| 摘 要： | 由于一度政策失误、法规不全、执法不严等原因,造成了我国乡镇企业对环境的严重污染。应把环评纳入决策系统中,运用价格、税收手段,抓好产业结构和企业布局调整,完善立法,加强监管,加强宣传教育,切实解决存在问题。

| Abstract: | Environmental pollution from village and township enterprises was caused because of improper policy,imperfect laws and management.Environmental impact assessment should be included in the management system and adjust the structure and distribution of the village and township enterprises,and perfect management system,and strengthen education to solve the existing problems. |
