| 摘 要： | 战略性是战略环境评价(SEA)的最重要特征,也是SEA区别于项目环境影响评价(EIA)的关键。文章从SEA的主动性与整体性角度对SEA的战略性特征进行分析,它们是衡量SEA在实践中有效性的重要依据。

| Abstract: | Being strategic is the most important feature of strategic environment assessment (SEA) and the key to distinguish SEA from project environmental impact assessment. The strategic characteristics of SEA was analysed with aspect of its proactive and integrative perspectives, which can be used as important criteria to assess effectiveness of SEA in practice. |
