区域产业结构的综合生态评价与生态调控研究——以广东东莞市为例

首次提出了产业生态环境影响分级及评分体系,构建了产业结构综合生态环境影响指数(CIISEE),分析了东莞产业结构的生态环境效应及其演变。研究发现:1978～2007年间,东莞三次产业结构发生了较大的变化,形成了以第二产业为主导的产业格局,工业结构经历了从以轻工业为主向以重工业为主的转变;此年间,CIISEE指数总体呈上升态势。该研究实证了CIISEE指数对环境效应的指示性,说明东莞产业结构对其生态环境产生了越来越明显负面效应。该文结合新兴工业地区的一般规律,分析探讨了东莞产业结构演变与环境效应的内在关联,并提出了东莞产业结构生态化调整的建议和措施。

Comprehensive Ecological Assessment of Regional Industry Structure and Ecological Reconstruction :A Case Study on Dongguan, Guangdong

Classification and grading system of ecological environment impact of industry was proposed at the first time, with analysis of comprehensive influence index of industrial structure on ecological environment (CIISEE) as well as ecological effects of industry structure and its changes. Results showed that the industry structure in Dongguan, Guangdong Province changed a great deal, and heavy industry became the most proportion of the secondary industry in 1978～2007. Results find that CIISEE rose as a whole in the periods, and correlated with two environmental indexes significantly, which showed the industry structure had evident environmental effect Some suggestion on ecological adjustment of industry structure of Dongguan was proposed as well. Risk levels which were bases for risk monitoring and risk control were determined and source of risks were identified as well.
